Ffftttt ....This launch was planned long before BHO made his speech. Don't forget It was during G-Dubs reign that NK exploded a nuk-u-ler bomb and designed and built this missile.
Besides, this thing isn't any threat - anyone could fill a big metal tube with rocket fuel and light a match to it. Two missile duds in the past decade is nothing for us to get into a tizzy about ....it'll be 10 years before they're ready to shoot off their next one.

It won't be anything to worry about until one of those out-of-control "dud-tubes" lands on Tokyo, or some other nearby populated area.
