She could be a candidate for Pyongyang Traffic Girl Of The Month.

It's said that in Pyongyang they primarily use females as traffic police on the theory that men will pay more attention to a beautiful woman. Maybe this would be the next step - half-naked traffic women, to really draw attention to.
But realistically, any traffic girl dressed (or undressed) like that would no doubt create traffic slowdowns and accidents instead of improving traffic flow.

Let's get some of these traffic ladies over here in the USA!

I do think it would be a nice touch if they shortened the skirts a little bit, like in your post.

I use either Corel Painter or Adobe Photoshop CS4 and a Wacom tablet. The rest though is pretty low-tech because I sketch with a pencil tool



and then color the sketch just like you'd do with real-world pencil and paint.

Easy for you to say, lol. That's a very good sketch, and an excellent job of filling in the colors. A real good likeness of the Dear Leader - love the age spots all over, just like the real Kim.
I may have to try doing something like that some day, although I don't think it would turn out as good as yours.
