 Recently the round platforms with umbrellas for traffic control were installed at the main crossroads in Pyongyang, attracting the attention of the people.
Large blue umbrellas supported by silver-white posts shelter traffic controllers from burning sunlight and rain. The umbrellas are installed with electric lamps and the platforms with electric heaters for warming up the traffic controllers’ feet in winter.

| Now that's what I call a concise article. I did learn that this is year 98, though.
It says that the platforms have electric heaters in them for heating the feet during winter, but I remember reading on some site that the platforms are being removed for the winter, which is puzzling. I suppose they would be difficult for snow plows to plow around. That's assuming the DPRK has snow plows. |
