The meaning of this signal can't be right -

"Delegation having right of way; you must stop your car on the right side of the road, turn off the engine and hold your hands on the driving wheel"

They are always giving that signal, drivers aren't all constantly pulling over. I think that position means "pay attention to me, I'm about to give a traffic direction"

Hopefully we can get our hands on a Pyongyang traffic manual....
