I think that "sunflower" is actually a mix of hidden spy cameras and microphones used to keep the population under watch.

I remember seeing something like that on the Teletubbies. It's a big flower that rises up from the ground and issues orders to the Teletubbies. I wonder if that is where this idea of the sunflower comes from. I don't doubt it's used for nefarious purposes.
