Kim Jong Il reviewing the traffic women. Judging from the uniform style and boots, this is probably from sometime in the 1980's.

If I were one of those traffic cops, I would be creeped out by Mr. Jong Il putting hands on me. She looks terrified.

It's not very clear, but he looks much younger in that picture than he does today, so it is likey dated 20-30 years ago.
